Details:

*ötü- / *öti- — hypothetical verbal base meaning “to state, report, present; to submit a request” (compare with Mongolian öçi-: ‘to report, propose’). It is not securely attested as an independent Old Turkic verb, but is reconstructed to explain related forms such as ötüg “petition, request, prayer” and ötün- “to submit a request, beg, pray”. The semantic core was probably the formal presentation of words or a statement to a superior; from this developed the meanings “to petition”, “to request”, and in religious contexts “to pray”.

2 ötüg ‘request, memorial to a superior’, etc.; cf. ötün-, N.o.a.b., but a l.-w. in Pe. as ötük, see Doerfer II 57₄. Etymologically obscure. Doerfer points out that the V. fr. which it is derived is a l.-w. in Mong. as öçi- (for *öti-), ‘to report, propose’, etc. w. Dev. N.s öçig, öçil (Haenisch 120, Kow. 541, etc.). It is possible that there was a Turkish V. öti:- or ötü:-, now lost, fr. which this word and ötün- were derived. Alternatively it might be taken as a Dev. N. fr. 1 öt-, distinguished both phonetically and semantically fr. ötek. Türkü viii yalavaçı edgü: savı: ötügi: kelmez ‘no envoys, friendly messages, or memorials come from them’ II E 39: viii ff.
